I'm very aware of the PECL issues and that's irrelevant in this current poll.

IMO, core shouldn't grow for modules like this (and JSON -- but the JSON
discussion certainly DID take place and the module seems tiny enough to
be benign); the idea is to move non-essential modules OUT of the main
distribution and into PECL, not the other way.

The discussions to move it out never took place either, that's also a
problem. Also consider this version as  a complete new package, it
fits in your definition.
