That's another problem for another offtopic discussion:
"own release cycle" is just a myth, because of the "symlinks" used to link PECL 
extensions to core.
You can't have, for example, development version in PECL and stable version in the core, you HAVE to stabilize your code before any PHP release, because it's basically the same code.
