I'm +1 on expanding/enhancing our system with more designated "karma crews" for the various sub-projects. It shouldn't be too difficult to add a karma-granting interface to masterweb; move the ACLs into the database and either generate an ACL file in the current format, or tweak the ACL script to query the database directly (biggest hurdle for both of these things is that master and cvs are on different boxes).
