Hopefully this topic won't be forgotten. Assuming there's agreement it'd be great to see a couple of volunteers who could help with the technical aspects of this.

I think it'd make more sense to distribute the load and have sub-groups that handle the different requests. For example, PEAR, Pecl, PHP docs, and core.
This would make sure that we are not only much more responsive but are also more selective.
Of course, this would have to be backed by a slightly smarter tool.
