So if the IAB, or the community at large, feels that overlays cannot or should 
not solve this problem, then let's just go with 8+8, per Mike O'Dell, and move 
on. 

So what I mean is, lets make a decision. We have been filibustering this for 20 
years.

I believe there is code in kernels for transport protocols to transport 
checksum on the low-order 64 bits.
