ISO 15919 uses ḷ (l underdot)
Jonas Buchholtz uses l̤ (l with two dots unde)
Do either Harvard-Kyoto  (Kyoto-Harvard ?) I'm never sure its official
name :-) or Velthuis have an official or unofficial transliteration
letter for   ळ

Velthuis uses ḷ as the transliteration of this letter and you can get the glyph using the velthuis-TeX engine by typing La
