Why pre-install? Why not post-install? That would allow to not disturb
"normal" user, but allow more knowledgeable user to do cleanup.

Exactly; it's just that most people act like if you can't customise
pre-install, then "it sucks." While for some very specific things that
makes sense (things that you can't boot the system properly without) for
most items, post-install makes a lot more sense.
