Yes, you're absolutely correct.  But as I also mentioned, for multi-lingual 
users, if you install the non-English version of OOo, you probably should also 
install the en_US language pack.  

I believe the en_US language pack was always included in non-English versions 
of OOo tarball, but for some reason it changed in OOo 3.  This is not a wise 
move, as it unnecessarily introduces an extra step.  (Or perhaps this only 
happens to the zh_CN version of OOo 3?  Could someone verify?)  Wish I am wrong 
on this.
