Reality check is important. Lets not loose sight of what is achievable.
What looks really achievable at the moment is make the OEMs eat crow on the cost of bundled software. OEMs have given all sorts of reasons in the past to avoid refunding money for bundled software including reimbursement of excise. And then repaying only their actual cost of acquisition of Software and not the perceived value they claimed they offered to their customers which they advertised. So removal of excise on the bundled should help FLOSS(Imagine hordes of people happy to save so much money by making the OEM unbundle software).
