tarun dua wants to know how taxing both COTS and FLOSS help FLOSS.

simple. 

1) by taxing FLOSS what they call piracy will suddenly become understood as a 
'tax evasion' scheme, and hopefully the govt and the cliched 'vested 
interested' will crack down heavily on what they call 'piracy.'

2) those who do not wish to 'evade taxes' and also 'not pirate' will have no 
*other* choice but to choose FLOSS. their auditors and accountants will 
advise them to use FLOSS to save on tax, and to improve bottom-margins 
significantly.

3) hopefully, the government will fund "urgently required" FLOSS projects so 
that people have a choice if they do not wish to use COTS.

4) the govt will have to work towards adopting and deploying FLOSS, because 
if it has to keep its promises of an IT super nation and all that blah blah, 
well, how do you IT-enable the population and go across the social-digital 
divide, except with FLOSS.

its a little like, those who can afford to buy mercedes and rolls and luxury 
cars pay their car taxes, road taxes, insurance premiums, etc. and the 
government *has to* invest heavily at the same time into a mass rapid 
transport system, the metro.

FLOSS goes into govt schools, public schools, e-governance, corporate 
tax-free alternative, IT-job creator, india forex saver, etc etc.

somebody just has to ignite the fire. the excise will.
