must be a file called .bash_profile in your home directory, Just add the
netscape path there at the end of PATH command line.
(This
is just an illustration)

PATH=/usr/bin: ... :/usr/sdgfjgs
Just
make it look like
PATH=/usr/bin: ...
:/usr/sdgfjgs:/usr/local/netscape
_________________________________________________________
Then you wont have to
export.
Export does that only for that shell I guess, so if you
relogin the value is lost and the default value of PATH is set.
