Since you are using Mandrake 8.2, why not use the
menudrake utility to add netscape to the menu. Check
the manual or the Mandrake docs.

-Open .bash_profile in any test editor (its always is in ur home dir) and append its path to the end of $PATH shell variable, eg: " ,/usr/local/netscape". and save it. After that logout and then again login.ur path is permanently set.
