Whatever happened to the old dictum, If it ain't broke, don't fix it?
If you need the new features, go ahead and upgrade (I do, so I will).
If you don't, just continue with 1.3.x until Apache either makes clear
that General Availability means production or makes a production
release available.  Even then, don't upgrade unless there's some fatal
flaw in 1.3 which you can't live with.
