Some more details.

The parking lot is organized as a multi storeyed layer of floors ,
each floor having
fixed slots for keeping cars.

Each car has a "cubicle" where a sensor (not LDR) identifies a car parked.

The sensor should be really good. A heat sensor combined with
something else is better.

Then you have to draw a map of each floor(mostly identical) and show
each parked car using
 a picture or 3d diagram.

Empty slots should be clearly shown in the bottom computer to assist personnel.

Based on this data each incoming car will know which floor has a free
parking lot.

Get it now?

VoIP is a very very big field. You can add value in a lot of ways. I
have told enough in the last time.

Webcams for surveillance and stepper motor control for zooming.

For instance when you identify a car jumping a red signal you should
zoom in and identify the
 registration number so that you can send a violation ticket to the
address retrieved form
the database like what happened with my friend in America.

The other possibility is doing a creche kid monitoring for parents who
can watch this video remotely.

This will involve quite a bit of networking/NAT traversal work and is
not really hardware work.

Get a webcam that runs uCLinux.

Normally costs are justified(not just cost but also features) for more
than 1000 seats. Till that
 point you cannot play with the big players(integrated electronics
folks) and win.
