If your above statement is true, then why is it necessary to do the
reversal?
My view on this point is there's the reality we want (full
responsibility at any signer) and the one we have (the absence
thereof). We can't bring the former into being no matter how hard we
legislate it, and I think there's a viable experiment within reach
here that could produce useful results in the latter.
What's frustrating for me is this experiment is easy to run. I did it 20
years ago. Bringing data to the table would be extremely helpful as to
whether the goals are worthwhile. They are not the same goals I had, but
such an experiment could pretty easily be run to justify the effort.
AFAIK, that hasn't been done.
