There are also fields which contain 24-bit addresses of these things,
like RBLINKB, with  no room to expand to 31 bits without moving
 the field.  Moving the field would break all programs that use it,
(including AMODE(31) and AMODE(64) programs).

Compatibility.

TCBs and RBs are still below the line because moving them above the line 
will likely break existing AMODE(24) programs.
