I tried building x3270 on Mojave from source. Failed with:
    538 $ make
    cd ../obj/i386-apple-darwin18.7.0/x3270 &&
/Applications/Xcode.app/Contents/Developer/usr/bin/make -I../../../x3270
-I../../../Common -f ../../../x3270/Makefile.obj all
libs.mk:6: ../../../lib/32xx/32xx-deplibs.mk: No such file or directory
make[1]: *** No rule to make target `../../../lib/32xx/32xx-deplibs.mk'.
Stop.
    make: *** [all] Error 2

Google didn't find the error. I haven't reported to the author.

I installed the Homebrew suite. Installs Curses version, not X11.
Their forum has a snarky discussion between the Brewer, who is
inexplicably X11-hostile and a user who doesn't understand how
to stroke a potentially charitable supplier. Never tried Macports.

+1

ISPF Edit has impressive support for HFS files tagged UTF-8, subject to
limitations of the terminal font. Does ISPF support DBCS terminals?

Such as my VirtualBox Linux guest, yes.

Users of tn3270 X are encouraged to use the macintosh-tn3270 mailing list
to discuss alternatives to tn3270 X for Catalina. If you are a developer who
would be interested in participating in an open-source project to implement
a replacement for tn3270 X, please contact Peter DiCamillo.
