Encrypted zFS is already available in z/OS 2.3. Please refer to APAR
OA54005 and to Marna Walle's presentation ("The Latest in z/OS UNIX and
zFS") for some more information.

By the way, thanks to Kees for reading the original question more carefully
than I did. I interpreted the question as "Can batch programs temporarILy
allocate Extended-Format Data Sets that are encrypted (using z/OS Data Set
Encryption)?" Yes, that's perfectly fine -- as I've written it (with the
two little letters i and l), but that's not necessary what Matthew meant.
Temporary Data Sets are not Extended-Format Data Sets, and they still
aren't even with the advent of z/OS Data Set Encryption. Kees clarified the
situation well: it depends on your batch program, what it's doing, and
whether you can make it use Extended-Format Data Sets if it's not already
doing that. Mark pointed out to me that Erase-on-Scratch can offer some
help. (Thanks, Mark.)
