I'll guess the letter relates in some way to the IBM Data Processing Division's Government, Education and Medical (GEM) Region. The GEM Region was an IBM sales and marketing organization for about five years from 1966 to 1971. It catered to IBM customers in those industries and was headquartered in Washington, D.C.
