Fetch usually fails with INSUFFICIENT MEMORY. Increase region size. If you don't have one, look at the memory stats at the end of step messages to see what was used and double. Otherwise suggest REGION=4M, 5M, 6M, 7M, 20M, 32M, 64M, etc.
