I hope I'm less confused than I appear to be.  REASON(RRRRRRR) may
name an APAR rather than an APAR fix. An APAR fix with a different name
might SUP(RRRRRRR) (not itself).  Would this be unusual?  In any case
I'd expect the final PTF to SUP both RRRRRRR and any ephemeral APAR
fix IDs.
