Yes, you can do that using SMF. But you need to specify what type of access do you need to review. There are good samples with IRRADU00 utility available. Output of IRRADU00 can easily generated by using ICETOOL. You could also use a third party RACF administrator tool to get your data. You could also post your question on RACF-L.
