The only "change" I allow to my root is the addition of mount points for other filesystems. You should be able to accomplish that by remounting the root RDWR, adding the mount point, then remounting it RD. If they want to install to the root, the correct answer is "Hell to the No." Only IBM maintenance should ever be allowed to actually update the root. It will make your life lot easier.
