I guess it all hinges on what you mean by "root".  Sysplex root, or root 
filesystem in a non-sysplex sharing situation.   ALTROOT applies to sysplex 
root, which contains nothing but symbolic links to everything else.  In 
non-sysplex sharing, Root is usually where the system executables run.  If you 
question is about the latter, it may be possible to replace it while running, 
however, everything that uses USS will be interrupted, including TCPIP(and 
everything that uses it).   Because of that disruption, it is usually easier 
(and safer, not to mention best practice) to IPL any changes into use.

Is there a way to replace a running Root dataset with the new one root without 
an IPL. One of our development system needs a change in Root, So I am trying to 
understand if it can be changed with no IPL.

Any Suggestions are welcome.
