Without IPL? Dave Jousma gave you a good warning. You could try ALTROOT, but if I were you, I would copy the HFS content to other dataset, modify the BPX parmlib member to point to other dataset and then IPL. You should perhaps review 'Steps for recovering from file system problems with the root' in 'UNIX System Services Planning' just to see and understand all these things. Good luck.
