I believe Radoslaw may have pinpointed the problem.  The same hang occurs for 
me if I modify  C:\Users\IBM_ADMIN\AppData\Roaming\IBM\SCR\bookmgr.ini so that 
*all* the drive letters in "Book Search Path" point to a non-existent drive.
