Disable your anti-virus software. They're known to block installation causing 
endless frustration. I have to uninstall crapafee [2] just to get my SoftCopy 
running on my winxp many moons ago.

I'm not sure if your firewall inside your windoze 7 may be causing unneeded 
stress, but perhaps you can disable it temporarily to see if it could cause you 
problems?

Other than that, I apologize not being able to help.

[1] - Oracle 11i, 64 bit does not work on windoze (2008 or 7) 64 bit.  
Something about mismatch between micro$oft ODBC and Oracle ODBC. I had to 
de-install and install Oracle 11i 32 bit. 

[2] - McAfee. it is not much loved here around, hence this name, BTW... ;-)
