Indeed. I would do/allow that for testing purposes only. You want to play with 
modules, do that in your sandbox.

Indeed. Think of RACF and SMS. You do your changes and when finished + 
satisfied, you do your refresh.

Oh, of course, I have locked up 'F LLA,REFRESH' in RACF and buried the keys for 
it. :-)
