Can you see what ENQ is there from your other running LPAR(s)? What type of GRS setup do you have? Star or Ring? Look in 'MVS Planning: Global Resource Serialization' for 'Checking for ENQ contention problems'. SYSIEFSD is mentioned there too amongst other possible problems.
