I think there may need to be some more understanding of the application.

The LBACKUP - last backup date could be altered by a backup function such as
DFSMShsm HBACKDS (BACKDS) command, maybe a MIG command, and lastly ABARS.  

It  might also be reset by a DFDSS Dump and other similar products.  It
might also depend on if the VSAM data set was DFSMS managed or not.

CICS has an option called BWO (Backup While Open) which also might impact
your answer.

If the VSAM dataset is RLS then it could change this answer as well.

If you could provide some additional details on how the file is used and
whether or not it is SMS or NON SMS managed, that might be helpful to this
discussion.  Otherwise, you may need to use the exit if you really want to
be sure.

The information in the VSAM arena is not always clear cut.  You may have to
find a "best" fit type answer.  

But these fields are not always going to be, from my understanding,
accurate.
