You cannot activate an already active ACDS SCDS or COMMDS. They would need to be new to do that.
You seem to have a valid ACDS and SCDS in the configuration. If I understand your current issue it is the COMMDS. So I have some basic questions. When it was defined, you created a Linear VSAM Dataset? It is on a volume that is accessible to your LPAR? When the SYSTEM IPLd, you indicated it could not use the COMMDS, but it could use the SCDS and ACDS? What happens when you issue the SETSMS COMMDS(your.data.set.name.here) Provide all messages.
