At some companies, I am ineligible for remote work for this reason

same known zOS Systems Programmers.  Also I've been approache for my skills of 
ACF2, RACF, zSecure, and TSS and it respond with $135/Hr W2.  And San 
Berinadino County in California I know have been looking for well over a year.

Beause of US Laws under the Trump Administration and government regulated 
industries and companies lile Toyota that have statted US Citizens only, no one 
from other counties can be hired and there lies the rub

Hmm. I mostly agree, but there would seem to be room for discussion of what U.S.-based 
sysprogs are worth vs. ones in other timezones. It's the "other timezones" that 
becomes an issue: when every interaction takes 24 hours because the two sides are 12 
hours apart, that's a problem, no matter how good they are.

And if folks are being offered the same rates as in the 80s, when the number of 
quality people has declined precipitously, that feels like a problem worth 
discussion too. But of course Radoslav is correct that neither complaining here 
nor to a recruiter is likely to lead to any change. Though I find it offensive 
to be approached with a lowball offer--but that's just basic incompetence on 
the part of the recruiter. Probably more useful to explain to them why it's 
lowball.

an issue of IT or even wider - about world economy and remote work

Of course you can be angry for the rates, but it is neither issue of

companies do hire people outside. Not to mention European giants like
Atos, Sopra, etc. And all those companies do hire US citizens as well as EU

Australia, New Zealand, Philippines, etc. However it is not only about
employees - Kyndryl or Ensono or other companies have big customers
outside of US - is it OK? For me it is.

(Rocket Software), people in Poland are paid better than in Brasil or
Pakistan. But the difference does NOT come from someone's appeals or
invocations.

If you want to change the rules - it's your decision. However I don't
think the IBM-MAIN or RACF-L are proper places for that activity.
