Starting with MVS/ESA System Product (MVS/ESA SP-JES2) Version 4 Release 3 
OpenEdition (OE), SMP/E needed UID(0). Much later IBM removed the requirement 
as long as you had BPX.SUPERUSER.

That IMS documentation seems to be a cut-and-paste from the SMP/E User Guide. I 
assumed that the user guide use of ‘and’ rather than ‘or’ was a mistake because 
my userid ID has BPX.SUPERUSER and a non-zero uid and I do not recall ever 
having unix permission problems.
