Well, you could try the SETSMF command.

SETSMF parameter(value[,value]...)

"In contrast to the SET command, which allows an installation to specify a

installation to add a SUBPARM parameter  or replace any previously-specified 
parameter in the active SMF parmlib member except the ACTIVE,  PROMPT, SID, 
EXITS or AUTHSETSMF parameters. The SETSMF command cannot add a parameter to  
the active SMF parmlib member. To avoid possible confusion with the SET SMF 
command, use the  abbreviation SS for the SETSMF command."

Also, I believe there is a way to see which SMFPRM members are in use.  Down 
side it will not tell you which PARMLIB the members are in.

You could use the D IPLINFO command.  I've used it in the past to see what 
members are in use for different PARMLIB members

"Use the DISPLAY IPLINFO,sysparm command to display the value specified or 
defaulted for any system  parameter that is allowed within IEASYSxx. The output 
is message IEE255I."

Right you are. I would have bet money I saw it in there, but obviously I was 
wrong. See my other note...I think we've found the culprit, thanks to all 
y'all's patient suggestions! 

Last question is how to activate the change, and I'm betting it'll then be 
cured...

As Jay said, not in the  D SMF,O  output you show ... which also does not 
mention IEFUTL.
