Please see DFSMSdfp Utilities, Introduction Page 8. Here is an excerpt:
Continuing utility control statements Utility control statements are
contained in columns 1 through 71. A statement that exceeds 71
characters must be continued on one or more additional records. A
nonblank character must be placed in column 72 to indicate continuation.
Exception: Some utilities allow exceptions to this rule. In those cases,
a utility statement can be interrupted either in column 71 or after any
comma.
The continued portion of the utility control statement must begin in
column 16 of the following record.
Exception: The IEBPTPCH and the IEBGENER utility programs permit certain
exceptions to these requirements.

What are "IBM Utilities"? IEBGENER, which is certainly documented in
"DFSMSdfp Utilities" does not seem to treat column 72 specially.
When I first encountered MVS, my mentors lauded the quality. I no no longer
find this true.
I believe they were thing]king of PLMs and HIPOs.
Long ago, a co-worker submitted an RFE to have the
100-characrer PARM limit relaxed. IBM countered with
an idea resembling PARMDD. That did not happen
soon. Much later, BPXBATCH provided STDPAFM
instead. Even later, PARMDD was finally implemented
with its own concatenation conventions and restrictions
(PARMDD can not supply a PARM ending with a blank.)
Why didn't IBM do the obvious and allow a longer PARM=
on the exec statement as requested?
