curl is available as part of the zopen community and can be downloaded and installed as part of the base installer using https and then installed so that is easy (for most)
curl is also part of the optional, and free, IBM Open Enterprise Foundation (aka OEF) and thus installable via ShopZ and SMP/E. Hopefully in the future it will cease to be an optional component but I'm sure it is now because it came out after z/OS 2.5 and 3.1 were released.
