I forgot to respond to your second question: If you are a developer, you most likely have authority to “install” a CBT utility for your personal use, because you already have authority to compile and execute programs (excepting perhaps for languages other than COBOL and assembler, depending on what language products your employer pays to license). You may not (probably do not) have authority to “install” it for others to use it unless they have read and execute permissions for your personal files, or your storage team provides a “shareable” HLQ for programmers to use.
Do such “personal” installs for non-production use have the blessing of the corporate auditors? Yet another question for which the answer is “it depends . . .”.
