surprised.  Installations with long-neglected z/OS Unix environments can be 
extraordinarily parsimonious about personal Unix file space allotments (if they 
even exist outside of the sysprog team and maybe the security team).

Is it possible to block upload-to-mainframe access paths?  Surely, but a 
blanket blocking for all users seems to me to be way more paranoid than most 
corporate security teams I have encountered, so I suspect not widely done.  In 
my experience, programmers tend to generally be seen to be trusted (but 
verified and logged just in case).
