Isn't this the result of a CCW that does not have the wrong
length Record suppression bit on (I think that is what it is
called, been a long time since I did any CCWs and SSCH commands).

What does the *SOURCE* DCB & JCL look like? Do either specify LRECL
and/or BLKSIZE?
Just cut the Gordian Knot and specify the largest BLKSIZE expected; even 32760.
LRECL likewise. Storage is cheap nowadays.
