I don't see much to "clarify" in the STCKCONV writeup in the publication.
The input is a STCK(E)-format value. The service does not know how you intended it to be interpreted. The output is the time that corresponds to the input. If you passed in a GMT value, your result is the formatted time. If you pass in a LOCAL value, your result is the formatted time. If you pass in something else, your result is the formatted time. The value from STCK is neither GMT nor LOCAL. If you want to convert it, then you are always welcome to do so (and some services might even help you)..
