One of these days, I must submit an RCF asking for a clarification of whether
the returned value is GMT or LOCAL time (there is no option), and how it deals
with leap seconds and Daylight Saving boundaries that may exist between the
time of the STCK and the STCKCONV.  I expect to be disappointed.

And:

MIC
    Returns the converted time of day in microseconds as 8 bytes of information,
    where bit 51 is equivalent to one microsecond. 

This looks a lot like the in put TOD format.
