I haven't seen any syntax to do that. Why not use a instream PROC? You can
now nest a PROC within another PROC, so you could use an instream PROC much
like an instream INCLUDE.

//INSTREAM PROC
//STEP EXEC PGM=WANDA
//DD1
// PEND
// EXEC PROC=EXTPROC,IPROC=INSTREAM
//

//EXTPROC PROC IPROC=
// EXEC PROC=&IPROC
//* OTHER JCL IN EXTERNAL PROC IN PROCLIB
