Has anybody else heard this?

I've heard of and have experienced this multiple times.

The stress of rebuilding can push other marginal drives over the edge.

This is why RAID with multiple parity drives is now critical. Especially with larger and larger drives taking longer and longer to recover.

I usually have two, sometimes three, parity drives.

I know that they aren't dedicated parity drives any more and that the parity and data is mixed on multiple drives. But calling them parity drives is convenient.
