I, too, use SEV 1 only when the system is unusable. I feel fortunate that I've only had a handful of SEV 1's over the past 17 years. I've never had IBM make a request to raise the level as described, but I suspect if they did, I could agree to it. That is, if I believed the issue was SEV 2, but they asked me to make it a SEV 1 during "working hours," I think I could go along with that for a time.
