It is reasonable. Let's take job situation in Poland: unemployment is
over 10%, many (hundreds thousands) migrated to UK and other EU counries
and we hire people from Ukraine, Belarus and still looking for more.
In case of mainframe specialists the following reasons could explain the
situation:
- Less skilled specialists occupy the positions
- More skilled ones are to expensive
- Unemployed specialists are not so skilled as they claim. Especially
there are some other skills important, usually called soft skills.
- Unemployed specialists are both expensive and not so skilled ;-)
- Cheaper specialists from other countries took the jobs, in US or
outside. That includes Poland - I'm aware of few teams maintaining
datacenters in US, Canada or western Europe.
- You have to high unemployment benefits and overall social advantages
causing your specialist to lazy to really looking for the job. That
includes readiness to relocate, to take worse job, to take different
job, etc.
- Unemployed specialist earned so much money in the past so they really
don't need to work. They are rich people. ;-)
