I ran a test on my 1.11 system using IEFBR14, COBOL, and both SMS and non-SMS 
datasets, no problems.

Let me say this, working mvs since 1972 , then os/vs2/hasp, I hadn't seen a 
iefbr14 except in a case where the DATASET was uncataloged, if my old memory is 
serving correctly. The situation I am asking about about , was a z/os 1.11 
shop.. IEFBR14 used to allocate Non-SMS DATASET, COBOL goes to read it and 
Abend s001-4.  If I mislead anyone, sorry..just trying to get an explanation to 
this wierd situation. Looks like its a change as Mark pointed out in Z/OS 1.11 .
