Do you have Mark Zeldan's IPLINFO rexx installed? If so, use it to verify the correct LPA=XX is being used. Others have provided good advice. Use LPA=(xx,L) to always list your LPALIST concatenation in SYSLOG. See if you have any MISSING MEMBER messages for any SVC entries.
