The SMF30 record is completed with data from other records, eg. SMF4(step 
termination).  
It's possible that the date/time is maintained elsewhere until such time that 
the SMF30 needs to be written.  

There are fields SMF4SIT/SMF4SITD for "initiator selected this step".
