Which still leaves unexplained your response in
<[email protected]>:

     I think you are confusing REXX environments with
     REXX Host Command Environments.

It is normal to  invoke a REXX script with multiple external
environments available, e.g., for ISPF/PDF EDIT macros. There is no
reason that TSO services would not be available.
