A possible solution is SSL endpoint, that seems to improve situation quite a 
bit. The heroku SSL IP pool seems not as badly blocked by china as the regular 
pool (I doubt nowadays if most service hosting via Amazon is going to work in 
china...) Getting blazing fast china website is all about money (dedicated 
bandwidth with china specific suppliers like diyixian etc), hosting in china 
could violate certain countries' security requirement (IIRC S. Korea specific 
said you cant have database hosted in china)
